About this opportunity
The City of Jersey City's Department of Health & Human Services is seeking sealed bids for the Child and Adult Care Food Program (CACFP) for 2025, specifically targeting pre-packaged meals for children ages 6 months to 13 years old. The procurement involves delivering breakfast, lunch, and PM snack meals to 53 children for breakfast and lunch, and 176 children for afternoon snacks, to be served Monday through Friday. The contract will commence on September 15, 2025, with meal delivery contingent upon detailed bid specifications mandated by the New Jersey Department of Agriculture. Bidders must submit sample meals along with their proposals, demonstrating compliance with nutritional requirements and food preparation standards. The bid requires comprehensive documentation, including a 10% bid bond or certified check (not exceeding $20,000), and proposals will be evaluated based on financial capability, plant facilities, food preparation standards, previous experience, and transportation capabilities. Sealed bid proposals must be received by 11:00 a.m. on August 19, 2025, at the Purchasing Agent's office, with bid documents available through BidNetDirect.com.
The procurement appears to be open to all qualified food service providers, with emphasis on meeting Equal Employment Opportunity and Affirmative Action regulations. Bidders must demonstrate business registration, provide non-discrimination assurances, and meet extensive administrative requirements. While specific set-aside designations are not explicitly detailed, the comprehensive evaluation criteria suggest a competitive, merit-based selection process. The bid includes provisions for potential contract termination if vendors fail to meet specified requirements, indicating a rigorous performance expectation. Although the exact contract value is not specified, the requirement of a bid bond up to $20,000 suggests a potentially significant contract value. The procurement is specifically located in Hudson County, New Jersey, and targeted at serving child care meal programs within Jersey City. Bidders will need to demonstrate robust food preparation, transportation, and nutritional compliance capabilities to be considered for this contract.
