About this opportunity
Sacramento County is seeking a professional golf course management company to provide comprehensive services for Cherry Island Golf Course through Request for Proposal 2025-RFP-0051. The selected vendor will be responsible for multiple operational aspects including formulating and implementing business plans, managing starter services, handling tee time reservations, operating the pro shop, managing cart rentals, providing food and beverage services, maintaining grounds and facilities, administering contract personnel, and handling all financial accounting and reporting. A mandatory pre-bid meeting is scheduled for August 14, 2025, at 10:00 AM at the golf course restaurant, with proposal questions due by August 20, 2025, and final proposal submissions required by September 4, 2025, at 4:00 PM. The contract is structured as a fee-for-service management agreement with an anticipated start date of January 1, 2026. The county will retain ultimate decision-making authority for operational policies, fee structures, budget approvals, and capital improvement programs, while the management company will execute day-to-day operations and maintenance.
The procurement appears open to qualified golf course management companies without specific set-aside designations for disadvantaged enterprises. The contract will be a fee-for-service management agreement that includes a guaranteed annual management fee plus an incentive management fee based on gross operating revenue, with the maximum incentive payment capped at 50% of total management compensation. While no specific incumbent is highlighted in the documentation, CourseCo Inc. is noted as the current management contractor for other Sacramento County golf courses. The contract term, including potential renewals, cannot exceed five years due to tax-exempt bond financing guidelines. Sacramento County's fiscal year 2025-2026 budget includes funding for replacement equipment such as mowers, a debris sweeper, and a trencher, with equipment usage subject to negotiation between the county and the selected management company. The existing infrastructure includes the Cherry Island Golf Course facility located at 2360 Elverta Road in Elverta, with all major facilities and equipment remaining county-owned.
