About this opportunity
The State of Maine Division of Purchases is requesting bids for ChemPro 100i handheld chemical detectors for the Maine Emergency Management Agency (MEMA) and participating Maine municipalities and political subdivisions, with bids due January 19, 2012. Bidders must indicate willingness to extend contract pricing to Maine political subdivisions and school districts; responses are mandatory and a factor in award decision.
MEMA intends to establish a commodity contract with an estimated first-year value of $70,000 for approximately 4 units initially, with plans for 2–4 additional units in subsequent years. The contract will be awarded no later than mid-February and carries an initial one-year term with two possible one-year extensions. Bulk purchases are expected annually. Tie bids will be resolved in favor of in-state bidders or those offering Maine-produced goods.
All quotes must be submitted electronically, closing at 2:00 p.m. local time on January 19, 2012. Awards will be made to the lowest responsible bidder offering best value, with consideration given to product quality, specification conformity, delivery dates, and overall economy. Unit prices govern in cases of discrepancy with total prices. Pricing must remain firm throughout the contract duration and include all transaction charges with F.O.B. Destination delivery terms. The State accepts the Procurement Card as a payment method without surcharges. Delivery orders of $5,000 or less will be emailed as PDFs; larger orders route through the Division of Purchases. The State is exempt from federal and Maine state sales and use taxes. Manufacturers, importers, suppliers, or distributors of hazardous chemicals must provide current material safety data sheets as required by Maine's Chemical Substance Identification Law. The State reserves the right to increase or decrease order quantities by up to 10%, reject any or all quotes, and cancel the contract with thirty days' written notice or immediately for non-conformity.
