About this opportunity

The Illinois Department of Transportation is soliciting bids on chemical treatment and video inspection of deep wells at four locations in St. Clair County (Tri-Level Wells, 25th Street Wells, Venice Broadway wells, and Missouri Avenue wells), with bids due November 6, 2026 at 12:00 p.m. through the electronic bidding system (iCX-Integrated Contractors Exchange).

The scope encompasses chemical treatment of ten total wells across four locations using chlorination, acidization, and polyphosphate treatments; specific capacity testing before and after treatment; video inspection of wells; and sonar-jet treatment at two specified locations. Permanent pumping equipment at each location ranges from 600 to 650 GPM capacity. Contractors must submit a detailed chemical treatment plan with schedule and equipment specifications at least two weeks before beginning work. IDOT will make available nearby wells at each location for water supply during treatment operations.

Contractors must hold a pump installation license with the Department of Health, with compliance costs included in the well chemical treatment pay item. All work must comply with OSHA confined space entry requirements and traffic control provisions, including peak hour restrictions on I-55/I-70 (6:00 a.m. to 9:00 p.m. westbound, 3:00 p.m. to 6:00 p.m. eastbound) and I-64. Contractors must submit certified payroll forms (SBE 48), Statements of Compliance (SBE 348), and Weekly DBE Trucking Reports (SBE 723) on specified schedules. All chemical treatment records, measurements, and procedures must be submitted to IDOT within 30 calendar days of completion.

The contract will be awarded to the lowest responsive and responsible bidder. Additional polyphosphate treatments may be directed by the engineer and paid at unit prices per treatment. Funding source is District 8 Construction Funds.
