About this opportunity
Tucson Water, a municipal utility operating within Pima County and the City of Tucson, Arizona, is seeking chemical-resistant parts and equipment for its potable water distribution system through Invitation for Bid (IFB) No. 240040. The procurement specifically targets components used in sodium hypochlorite injection for water disinfection, including pipes, unions, plugs, tees, elbows, adaptors, bushings, nipples, valves, joints, and tubing in various diameters (1/2", 3/4", 1", 1-1/2", 2", and 3"). These parts must be constructed from chemical-resistant materials such as PVC, CPVC, Polypropylene, Polyethylene, and Polytetrafluoroethylene, capable of handling 12.5% sodium hypochlorite while maintaining a free chlorine residual of 0.8 to 1.2 mg/L throughout the distribution system. The bid was published on August 18, 2023, with responses due on September 21, 2023, at 2:00 P.M. local Arizona time. The contract term is one year with options for four additional one-year renewals. Evaluation will focus on vendors' ability to provide compatible, durable parts that meet precise chemical resistance and dimensional specifications, with the city anticipating multiple awards across different part categories.
The procurement includes provisions for Section 3 workforce development, requiring contractors to direct 25% of labor hours to Section 3 Workers and 5% to Targeted Section 3 Workers. Bidders must qualify as a Section 3 Business Concern, which involves specific ownership and labor hour requirements, such as being at least 51% owned by low-income residents or having over 75% of labor hours performed by Section 3 workers. Compliance with HUD guidelines, including obtaining a Tucson business license and providing appropriate insurance, is mandatory. While specific budget ranges are not explicitly stated, the comprehensive nature of the procurement suggests a substantial contract value covering parts for over 200 active wells. The city will require chemical/solution containers and storage tanks ranging from 50 to 500 gallons, indicating a significant infrastructure investment. Non-compliance with these requirements may result in contract termination, debarment, or suspension from future HUD-assisted contracts. Vendors must demonstrate not only technical capabilities in providing chemical-resistant parts but also commitment to local economic development and workforce inclusivity.

Tucson Water has over two hundred (200) active wells in its Potable Water Distribution System. Several of these wells inject 12.5% sodium hypochlorite into the well water entering the distribution system for disinfection. Tucson Water must maintain a 0.8 to 1.2 mg/L of free chlorine residual throughout the distribution system. This contract is for parts and equipment to supply disinfectant to the potable water system. This contract's parts and equipment will primarily be chemical-resistant plastics used to deliver disinfectants into the water supply for disinfection. Tucson Water is looking to contract more than one vendor for each group of parts. The City of Tucson anticipates making multiple awards by group.
