About this opportunity

The Pinellas County School District is soliciting sealed electronic bids for Chemical Fire Suppression Systems Maintenance and Repair Services through an open competitive procurement process. The solicitation seeks a qualified contractor to provide comprehensive maintenance, repair, and emergency services for 163 chemical fire suppression systems installed across district facilities, including 138 kitchen systems, 7 paint booth systems, and 18 culinary systems. Contractors must possess a Fire Equipment Dealer Class D license, maintain a business office within 50 miles of the district's central administration, and have four continuous years of business licensing. Required services include six-year maintenance cycles for dry chemical systems, emergency after-hours responses, system inspections, and repairs compliant with NFPA 17, NFPA 17A, and NFPA 96 standards. Bid evaluation will be based on a point system measuring hourly rates for technicians and supervisors, six-year maintenance service offerings, and cost-plus markup percentages for materials from specific manufacturers. Electronic bids are due by 3:00 PM on Tuesday, February 10, 2026, through the district's e-Procurement Portal, with the contract period running from February 25, 2026, to May 27, 2027.

No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the solicitation documents. The district requires all contractors to comply with Florida's E-Verify employment verification requirements and obtain Level 2 background clearance for employees accessing school grounds. Contractors must use Original Equipment Manufacturer (OEM) parts, provide loaner equipment during maintenance, and maintain parts availability for a minimum of five years post-delivery. The estimated initial contract value is approximately $50,000, with potential for one two-year renewal period and unilateral extensions of up to three additional thirty-day periods. Price escalation at renewal periods is capped at the previous year's Consumer Price Index for All Urban Consumers (CPI-U). Insurance requirements are comprehensive, including general liability, automotive liability, and workers' compensation, with specific minimum coverage limits. The district reserves the right to terminate the contract for repeated failures to meet response times, schedule work completion, or maintain service quality standards.
