About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet on behalf of the Cabinet of Health and Family Services, Division of Public Health Laboratory Services, is requesting bids for chemical analysis testing services with bids closing June 3, 2026 at 1:30 PM EST under RFB 758 2600000540. Reciprocal preference for Kentucky resident bidders applies under KRS 45A.494.

The scope encompasses organic solvent, inorganic, and physical analysis of air, bulk, and wipe samples submitted from Kentucky Occupational Safety and Health's Consultation and Compliance branches. The bidder must hold accreditation from the American Industrial Hygiene Association (AIHA), the National Institute of Occupational Safety and Health (NIOSH), and participate in the Industrial Hygiene Proficiency Analytical Testing (IHPAT) Program. The bid sheet specifies 157 line items covering volatile organic compounds, metals, acids, bases, hexavalent chromium, formaldehyde, and specialized solvent analyses. All results must be delivered within seven business days; one percent per day is deducted from invoices for each day delivery deadlines are missed, except for force majeure events if the laboratory maintains communication with Commonwealth representatives. The Commonwealth estimates 25–35 samples per month, with silica analysis most frequently requested. Subcontractors are not permitted for any analytes. The vendor must provide consultation to the Department of Public Health Laboratory and Industrial Hygienists free of charge and furnish chromatograms and quality control documentation upon request at additional cost.

The initial contract period is one year from award, with options to renew for four additional two-year periods upon mutual written agreement. Pricing must remain firm for 60 calendar days after bid due date and for the first 12 months of contract performance; no price increases are permitted during the first 12 months. Evaluation is best value based on price (100 points) and delivery performance (pass/fail). Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate is required prior to award. Written questions were due May 21, 2026; vendor responses were posted May 27, 2026. All bids must be submitted electronically through the Kentucky eProcurement system with actual pricing on the separate Bid Sheet.
