About this opportunity

The South Carolina Department of Mental Health (SCDMH) is seeking comprehensive HVAC maintenance and repair services for two mental health facilities located in Charleston and Dorchester County. The procurement is structured as a 60-month contract with an initial one-year term and four potential one-year renewal options. Specifically, the contract covers maintenance for HVAC equipment at Charleston Mental Health Center (2100 Charlie Hall Boulevard) and Dorchester Mental Health Center (106 Springview Lane), including split system heat pumps, ductless split systems, air-cooled chillers, natural gas boilers, pumps, fan coil units, and control systems. Contractors must provide a minimum of four quarterly inspections annually, with same-day or next-day service response requirements and technicians possessing a minimum of five years' experience. A mandatory pre-bid site visit is scheduled for April 20, 2023, at 11:00 AM, with written questions due by April 21, 2023, at 4:00 PM. Bid submissions are due online by April 27, 2023, at 3:00 PM, with award notification anticipated on May 3, 2023, and contract effectiveness from May 16, 2023, through May 15, 2028.

Bidders must obtain a South Carolina Vendor Number and be prepared to provide an in-state office address to potentially claim resident vendor or contractor preferences under South Carolina Code Section 11-35-1524. The contract is an all-inclusive agreement covering parts and labor for moving and non-moving parts, with exceptions for lightning damage, acts of God, and vandalism. Contractors will receive a 30-day initial inspection period to assess equipment condition and provide correction recommendations. The maximum contract value is $500,000, with pricing to be submitted as fixed unit prices for each 60-month line item, excluding sales or use taxes. Offerors must demonstrate responsibility by submitting financial statements, project references, licensing and certification documentation, manpower capacity, equipment lists, and disclosing any previous contract failures or disputes. The procurement will be awarded to the lowest responsible and responsive bidder, with the procurement officer being Clifton Sanders, and all submissions must be made through the online bidding system at http://www.procurement.sc.gov.
