About this file
This is a Scope of Work document prepared by the South Carolina Department of Mental Health's Physical Plant Services for HVAC maintenance and repair services at two facilities: Charleston Mental Health Center (2100 Charlie Hall Boulevard, Charleston, SC 29414) and Dorchester Mental Health Center (106 Springview Lane, Summerville, SC 29485). The contract encompasses comprehensive maintenance and repair coverage for all HVAC equipment at both locations, including split system heat pumps, ductless split systems, air-cooled chillers, natural gas boilers, pumps, fan coil units, controls systems, and associated components. The contractor must provide a minimum of four quarterly inspections annually, with inspection sheets submitted within seven calendar days of completion. Service and maintenance calls are included in the scope of work with priority response requirements: calls placed before 9:00 AM require same-day onsite service by 3:00 PM, and calls placed after 9:00 AM require same or next-day service. All technicians must have a minimum of five years' experience and be capable of addressing issues during service calls.
The maintenance and repair agreement operates as an all-inclusive, one-price-covers-all contract that includes parts and labor on moving and non-moving parts, with exceptions for lightning damage, acts of God, and vandalism. The contractor receives a 30-day initial inspection period to assess equipment condition and provide a list of needed corrections with cost estimates, subject to Department of Mental Health approval on both items and pricing. Quarterly inspections must include specific performance checks documented on provided inspection sheets, such as refrigerant pressure readings, coil cleaning, filter changes (Merv 8 minimum), superheat calibration, and combustion efficiency testing for gas-fired equipment. Additional contractor responsibilities include chemical water treatment analysis through an independent laboratory (Nalco Water is the preferred vendor but not mandatory), EMS controls inspection and maintenance, coordination with facility representatives, and compliance with environmental regulations for refrigerant handling per ASHRAE standards. When parts become unavailable, repair requests must be directed to the designated facility representative in advance, though labor costs remain covered under contract terms.
