About this opportunity

Broward County Transportation Department issued an open-end, indefinite quantity contract solicitation for ChargePoint DC Chargers Repair and Maintenance Service, which is also available to other Broward County agencies requiring these services. The procurement seeks authorized ChargePoint technicians and resellers to provide comprehensive repair, rebuild, exchange parts, and maintenance services for two charger models: the ChargePoint CPE 250 DC Fast Charging Station and the ChargePoint Express Plus DC Fast Charging Platform (including Power Link, Power Block, and Power Module variants). The County's current inventory includes two CPE 250 units, twelve Express Plus Power Links, and six Express Plus Power Blocks with five Power Modules each, though additional chargers may be added during the contract term. Services must be performed at the primary work site located at Broward County Transportation Department's Ravenswood Road Bus Operation and Maintenance Facility in Dania Beach, Florida, during regular hours of Monday through Friday from 7:30 a.m. to 4:00 p.m., with vendor response to site assessments required within 24 hours and repair resolution reports due within 24 hours of assessment. The vendor must maintain active ChargePoint Training and Certification for Technicians and Installers throughout the contract duration, provide Underwriters Laboratories certification for all new parts and chargers, perform all work in accordance with ChargePoint Operational Standards, and warranty all workmanship, parts, and materials for the full contract duration. The initial contract period runs for three years from the award date with two optional one-year renewal periods, and the solicitation had a question submission deadline of May 5, 2026, with vendor responses due electronically through the BPRO platform by the same date. Evaluation will be based on lowest responsive and responsible bidder using total bid price, with the County reserving the right to award on a group or item-by-item basis if in its best interest.

No set-aside designations specifically for disadvantaged enterprises, minority-owned businesses, small businesses, or women-owned businesses are identified in the solicitation documents. However, the solicitation is federally funded through the Federal Transit Administration (FTA), which incorporates Disadvantaged Business Enterprise (DBE) participation requirements under 49 CFR Part 26. Vendors must perform at least 100 percent of work themselves without subcontracting or outsourcing, and all prices, terms, and conditions remain fixed during the initial contract period and renewal periods, with any requested price increases limited to the difference between current and prior-year Consumer Price Index or Producer Price Index. The vendor must maintain comprehensive insurance coverage including Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, auto liability of $1,000,000, excess liability/umbrella coverage of $1,000,000, workers' compensation at statutory limits, employers liability of $500,000 per accident, and pollution/environmental liability with a maximum $10,000 deductible, with Broward County named as an additional insured on all policies. Vendors must also comply with all applicable FTA requirements including Buy America Certification, Government-Wide Debarment Certification, FTA Restrictions on Lobbying Certification, Drug and Alcohol Testing Program Certification, and complete various mandatory compliance forms including Anti-Human Trafficking Affidavit, Litigation History Disclosure, and Vendor Questionnaire. No specific budget or award value range is disclosed in the solicitation documents, as this is an indefinite quantity contract with no guaranteed minimum quantity, and all quantities stated are estimates only with actual purchases dependent on County demand.
