About this opportunity
The Board of Commissioners for Charles County, Maryland is requesting bids on construction services for a Chapel Point Woods Reverse Osmosis Reject Water Storage Tank project (Project #27-003), with bids due August 25, 2026 and a non-mandatory pre-bid meeting on July 29 via teleconference. The Minority and Women-Owned Business Enterprise (MWBE) subcontractor participation goal is 33.55 percent; the project is exempt from the Small Local Business Enterprise (SLBE) program. Prevailing wage requirements apply to all County-financed construction work.
The scope includes installing a new 15,000-gallon horizontal steel tank for reverse osmosis reject water, a waste withdrawal station, and associated piping, heat tracing, and insulation; upgrading overflow systems for two existing 25,000-gallon potable water storage tanks; relocating an existing shed; performing civil site improvements; and completing electrical, instrumentation, and system-integration work at the Chapel Point Woods Water Treatment Plant in Bel Alton, Maryland. Work must be coordinated with limited facility shutdowns (4-hour periods between 11:00 PM and 3:00 AM) and include a 5–14 day Process Demonstration and Testing period. Bidders must demonstrate at least five years of active engagement in water, wastewater, water storage tanks, water and wastewater treatment plants, and reverse osmosis construction and rehabilitation work.
The contract term is 270 consecutive calendar days from Notice to Proceed to substantial completion. A 5% bid bond from a Maryland-licensed surety is required; performance and labor bonds at 100 percent of the contract price are due at contract execution. Award will be made to the lowest responsive, responsible bidder, contingent upon completion of a seven-day protest period. A single contract will be awarded on a prime-subcontractor basis; the County will not select an incumbent or award to multiple firms. Questions are due August 13, 2026. A non-mandatory site visit is scheduled for July 30, 2026 at 10:00 a.m. Bids are submitted electronically via the County's eProcurement Portal at https://secure.procurenow.com/portal/charlescountymd.
