About this opportunity
The County of Orange, through OC Public Works, is soliciting competitive bids for Channel Cleaning Services across Orange County's flood control channels. The procurement requires a contractor to provide a full-time crew of six workers for routine debris removal and two additional crews for as-needed channel cleaning services. Specific services include cleaning channels of various sizes, removing trash, debris, and silt, trimming vegetation along access roads, and clearing vegetation from channel slopes, expansion joints, weep holes, and side inlets. Bidders must hold an active C-27 Landscaping Contractor license and comply with safety, environmental, and labor regulations. The solicitation is fully electronic, with bids due by December 3, 2025, at 2:00 pm through the County's online bidding system. Bids will remain valid for 120 days after the closing date, and contractors must provide their own equipment, including trucks, tools, and safety gear.
The County has implemented Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preference policies, offering a 5% bid price deduction for certified businesses and potentially up to an 8% deduction for businesses certified in both categories. Contractors must maintain comprehensive insurance coverage and follow best management practices to prevent environmental contamination. The contract will have a total value not to exceed $4,500,000.00, with payment structured based on linear footage of channel cleaning, hourly rates for routine trash and debris removal, and disposal fees. Performance will be evaluated with potential liquidated damages of $250 per day for incomplete or late work. The initial contract term is three calendar years, beginning June 10, 2026, with an option to renew for two additional years. Contractors will be required to provide detailed documentation, including insurance certificates, safety programs, and compliance with local and state regulations, and must be prepared to work closely with the Orange County Flood Control District to meet all contractual obligations.
