Contractors must perform at least 20 percent of the work directly (labor, materials, equipment, field overhead). Performance and payment bonds equal to 100 percent of the contract price are required for contracts exceeding $50,000. Bid security of 5 percent of the lump-sum bid is required. Work must be completed within 60 calendar days of Notice to Proceed; liquidated damages of $1,000 per day apply for delays beyond the deadline. Prevailing wage rates per Hawaii Revised Statutes Chapter 104-2 apply: Chain-Link Fence Erector at $52.90 per hour basic rate plus $22.00 fringe (effective October 5, 2026), with an additional $2.00 per hour premium for welding. A $15,000 allowance for unforeseen work is included in the bid; unused portions remain with DHHL. A pre-bid conference is scheduled for September 23, 2026 at 9:30 a.m. HST at the project site. Questions are due September 25, 2026 at 2:00 p.m. HST, with responses posted by September 30. A Notice of Intention to Bid must be submitted by September 28, 2026. Contractors must verify compliance through Hawaii Compliance Express (HCE) and comply with Hawaii Revised Statutes Chapters 103D and 84 regarding procurement and standards of conduct.
