All materials and installation must comply with County of Hawaii Department of Public Works Standard Details and ASTM F567 standards using hot-dip galvanized steel. Performance and payment bonds equal to 100 percent of the contract price and bid security of 5 percent of the lump-sum bid are required. Prevailing wage rates per Hawaii Revised Statutes Chapter 104-2 apply at $52.90 per hour basic rate plus $22.00 fringe for Chain-Link Fence Erectors, with an additional $2.00 per hour premium for welding. A $15,000 allowance for unforeseen work is included in the bid with unused portions remaining with DHHL. Contractors must maintain commercial general liability insurance of at least $1 million per occurrence with $2 million aggregate, naming the State of Hawaii and DHHL as additional insureds. The project site is located within the Former Waikoloa Maneuver Area, a former Navy artillery training site where unexploded ordnance remains present, requiring compliance with UXO safety protocols and HUD-issued contamination restrictions.
