About this opportunity

The California Department of Transportation (Caltrans) is issuing an Invitation for Price Quote (IFPQ 06A3241) for courier services in Fresno County and Fresno City. The procurement seeks a contractor to furnish all labor, equipment, tools, and vehicles necessary to provide pick-up and delivery courier services to Caltrans facilities five days per week (Monday through Friday, excluding state holidays) from 7:30 a.m. to 4:00 p.m. Services will be performed at six specified Caltrans locations, including the main district office mailroom, equipment shop, north region office, design/programming/project management office, Clovis construction office, and the U.S. Post Office, with strict delivery schedules and precise pickup and delivery times required at each location. The contractor must possess a current California Driver's License and a valid Motor Carrier Permit from the California Department of Motor Vehicles at bid submittal and throughout the contract term. On-call courier services may also be required with one-hour notification, compensated at an hourly rate. The contract is estimated to commence April 1, 2026 and expire March 31, 2028. Written questions must be submitted by February 13, 2026 at 3:00 p.m. Pacific Time, and final price quote submissions are due by February 23, 2026 at 3:00 p.m., with an estimated award date of March 2, 2026. Pricing must be provided for two line items: 502 days of regular daily courier service and 10 hours of on-call hourly service.

This IFPQ is exclusively restricted to certified Small Businesses (SB), including Microbusinesses (MB) or Disabled Veteran Business Enterprises (DVBE), with a contract value estimated at greater than $5,000 but less than $250,000. Caltrans must receive a minimum of two price quotes from certified SB/MBs or DVBEs before making an award. The winning bidder must provide proof of insurance within 10 business days of award notification, including general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and workers' compensation coverage. The contractor shall bear all costs including labor, equipment, vehicle maintenance, fuel, insurance premiums, and taxes, with these costs included in the quoted rate with no additional allowance. Subcontracting is not permitted under this agreement. Caltrans reserves the right to reject all quotes for reasonable cause and may extend the submittal deadline if fewer than the required minimum quotes are received.
