About this opportunity

California Department of Transportation (Caltrans) is soliciting price quotes for on-call, as-needed industrial hygiene testing services statewide at Caltrans Materials Testing Facilities under IFPQ 59A1386, with quotes due June 23, 2026 at 3:00 p.m. Pacific Time. This solicitation is restricted to certified Small Businesses (including Micro Businesses) or Disabled Veteran Business Enterprises only — a hard set-aside that filters all responses.

Services encompass monitoring, sampling, and analysis of airborne hazardous materials; quality control testing, analyzing, and reporting; quality control sampling; and quality control oversight across Caltrans facilities statewide. Work is performed during business hours, Monday through Friday, 6:00 a.m. to 5:00 p.m., excluding holidays. The scope covers 29 line items with estimated quantities ranging from 25 to 80 units priced on a per-hour or per-test basis, including asbestos testing, lead analysis, mold identification, moisture measurement, indoor air quality sampling, and drinking water analysis.

Minimum qualifications require current certifications as a Certified Industrial Hygienist (CIH), Certified Site Surveillance Technician (CSST), Certified Asbestos Consultant (CAC), and Certified Lead Inspector/Assessor, plus laboratory accreditation by AIHA Laboratory Accreditation Programs. General liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, professional liability coverage of $1,000,000, workers' compensation coverage, and automobile liability insurance of $1,000,000 combined single limit are required. Bids of $250,000 or above will be rejected as non-responsive.

The contract term runs August 1, 2026 through July 31, 2028. Prevailing wage requirements apply if the total bid amount exceeds $15,000, with prevailing wages applied by county. Caltrans must receive at least two price quotes from certified SBs/MBs or DVBEs before making an award. Written questions are due June 15, 2026 at 2:00 p.m. The proposed award date is June 30, 2026.
