About this opportunity

The City of Philadelphia is soliciting sealed bids for certificate paper as a micro purchase to be awarded to the lowest responsible bidder, with bids due August 25, 2026. The procurement may be awarded as a whole or by individual line item at the city's discretion.

Sellers must quote all line items to remain eligible for award. The contract will be performed FOB Destination Point and shall terminate automatically 365 days from the Effective Date without further notice. The total quotation may not exceed $41,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. All prices must be quoted net and exclusive of federal excise taxes, transportation taxes, and Pennsylvania Sales and Use Tax, from which the city is exempt.

Quotations must remain valid for 60 days from submission or throughout the contract term for requirements contracts. Payment follows delivery and city approval. Sellers must procure workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per-occurrence limit, and automobile liability insurance with a $300,000 per-occurrence limit.

Vendors must submit a signed Consent and Authorization Agreement prior to bid closing, either by attaching a scanned copy to their vendor profile during registration or including it as an attachment with their first quote. Quotes are submitted through PHLContracts.phila.gov and must clear all validation warnings before submission. Vendors must verify Local Business Entity (LBE) certification status and complete mandatory fields across General, Items, Questions, Terms & Conditions, and Attachments tabs.

Sellers must certify they are not currently indebted to the City of Philadelphia for any delinquent taxes or other debts without an established payment plan and must comply with all applicable laws, ethics requirements, and nondiscrimination provisions. Submission of the optional LGBTQ Applicant Opportunity Data Form does not impact bid eligibility or award determination.
