About this opportunity
The North Carolina Department of Public Safety, Division of Emergency Management (NCEM), is soliciting bids under IFB 19-IFB-2443438128-RMT for residential acquisition and demolition construction on Hazard Mitigation Grant Program projects, with written questions due November 10, 2026. Only vendors prequalified under RFPQ 19-RFPQ-2327812727-TMM or 19-RFPQ-1653309857-GSX are eligible to bid.
The solicitation covers three projects: 4827-0077 in Chatham County (188 Jamestown Road, Pittsboro), 4827-0050 in the Town of Smithfield (313 South 4th Street), and 4827-0200 in Moore County (163 Creek Bend Road, Vass). Acquisition work includes title research, appraisal, written offers, and closing activities. Demolition work includes pre-demolition evaluation, permitting, utility disconnection, asbestos and lead inspection and remediation, structure demolition, underground storage tank clearance, debris removal, and grade and seed site restoration. Work must comply with FEMA Procurement Disaster Assistance Team standards, OSHA requirements, and Davis-Bacon wage requirements.
Pricing must be a firm fixed price on the provided Bid Worksheet, inclusive of labor, materials, transportation, overhead, and profit, with separate pricing for projects above and below $30,000. Bids on projects exceeding $500,000 require a bid bond of 5% of the bid amount. Awardees must post 100% performance and payment bonds at the pre-construction conference. Vendors must state an anticipated overall project timeframe in days from Notice to Proceed through closeout, which NCEM uses to evaluate bids against HMGP goals and deadlines. The worksheet prohibits modifying its structure or formulas, and noncompliance is grounds for rejection.
The initial term is two years, with one optional one-year renewal at the State's discretion. Vendors must begin work within 14 business days of contract execution and complete demolition within the timeframe in their bid, not to exceed 90 days following closing. No volume of work is guaranteed, homeowners may withdraw before acquisition commences, and vendors are compensated only for completed eligible tasks. Invoicing is monthly with completion documentation, and all projects are subject to state and federal audit.
Bids are due November 17, 2026, with a bid opening at 2:00 p.m. via Microsoft Teams. NCEM may terminate individual properties or reject all bids.
