About this opportunity
The Lower Connecticut River Valley Council of Governments (RiverCOG) is seeking a qualified consulting firm to conduct design and engineering services for the Central Connecticut Loop Trail (CCLT) preferred alternative, with qualifications due August 7, 2026 at 5:00 p.m. EDT.
The scope addresses a critical 23-mile gap linking the Farmington Canal Heritage Trail with the Air Line Trail, part of a broader 111-mile loop trail vision spanning 22 cities and towns in central Connecticut. The preferred alternative emerges from a 2025 feasibility study already completed. Respondents must demonstrate capacity through firm qualifications, resumes of key personnel with assigned responsibilities, descriptions of a minimum of three similar projects completed within the last three to five years with references, and documented task allocations among the lead consultant, subcontractors, RiverCOG, and municipalities. Proof of general liability, auto, workers compensation, and professional liability insurance is required, as is certification of compliance with federal and state laws and local ordinances. Respondents must also disclose current commitments of project managers and key staff.
No estimated contract value, budget range, or pricing terms are specified in the solicitation. All vendors are eligible to respond — no set-asides or local preferences are stated.
RiverCOG will conduct interviews with selected firms following the submission deadline before making a final award. The vendor question-and-answer period runs through July 22, 2026 at 4:00 p.m. EDT. Electronic submittals are required and should be directed to Vicki Harris at vharris@rivercog.org or mailed to RiverCOG's office at 145 Dennison Road, Essex, CT 06426. Telephone inquiries may reach Harris at 860-581-8554.
