About this file

This Request for Qualifications (RFQ) solicitation document, issued by the Lower Connecticut River Valley Council of Governments (RiverCOG), seeks a qualified consulting firm to conduct design and engineering services for the Central Connecticut Loop Trail (CCLT) project. The project involves designing the preferred alternative from the completed 2025 CCLT feasibility study, which aims to link the Farmington Canal Heritage Trail with the Air Line Trail, addressing a critical 23-mile gap within the broader 111-mile loop trail vision spanning 22 cities and towns in central Connecticut. The solicitation opens July 8, 2026, at 7:45 AM EDT with a vendor question-and-answer period running from July 8 through July 22, 2026, at 4:00 PM EDT. The submission deadline is August 7, 2026, at 5:00 PM EDT, with electronic submittals required and sent to Vicki Harris at vharris@rivercog.org or mailed to RiverCOG's office in Essex, Connecticut. Following the submission period closure, RiverCOG will conduct interviews with selected firms before making a final award decision.

Respondents must submit firm qualifications, resumes of key personnel with assigned responsibilities, descriptions of a minimum of three similar projects completed within the last three to five years with references, task allocations among the lead consultant, subcontractors, RiverCOG, and municipalities, current commitments of project managers and key staff, proof of appropriate insurance coverage (general liability, auto, workers compensation, and professional liability), and statements of compliance with federal and state laws and local ordinances. The estimated total value and specific pricing terms are not specified in the solicitation. No line items have been designated for this opportunity, and all vendors are eligible to respond. Contact for inquiries is Vicki Harris at RiverCOG, 145 Dennison Road, Essex, CT 06426, telephone 860-581-8554, email vharris@rivercog.org.
