About this opportunity

The Centennial School District in Portland, Oregon is seeking qualified contractors to complete site renovations at Centennial Middle School (Project #260416-02) with an estimated construction cost of $300,000. This procurement encompasses comprehensive outdoor recreational facility development on a 1.18-acre site located at 17650 SE Brooklyn Street, Portland, OR 97236. The scope of work includes site demolition of existing structures (dugout buildings, concrete pads, and chainlink fencing); grading and site preparation; construction of approximately 20,372 square feet of new asphalt pavement for basketball and volleyball courts; installation of covered play structures, swing sets, tables, and pickleball systems; installation of stormwater management infrastructure including six-inch storm drain piping with catch basins, cleanouts, drywells, and trench drains; construction of concrete walkways and curbing; and final landscape seeding and planting. Contractors must provide all labor, equipment, materials, project management, and site supervision to complete the work as specified in the project drawings and specifications prepared by GAIA Engineering & Consulting, LLC and DLR Group. Bidders must be registered with the Oregon Construction Contractors Board and demonstrate responsibility through financial capability, prior experience with similar projects, satisfactory performance records, and organizational integrity. The contract will be awarded to the lowest responsive and responsible bidder. Sealed bids are due by 2:00 p.m. on Thursday, April 16, 2026, at the Centennial School District Office, 18135 SE Brooklyn Street, Portland, OR 97236. A non-mandatory pre-bid conference is scheduled for 4:30 p.m. on Tuesday, April 7, 2026, at the school site. On-site work is scheduled to begin no earlier than June 15, 2026, with substantial completion required by August 28, 2026, and final completion no later than 15 days thereafter. Liquidated damages are assessed at $500 per day for each calendar day after the contract time that substantial completion is not attained.

Bidders must comply with Oregon prevailing wage requirements under ORS 279C.800 to 279C.870 and federal Davis-Bacon Act requirements, and must submit a 5% bid security with their sealed bids. First-tier subcontractor disclosure is required within two working hours after the bid closing deadline for subcontractors with contract values equal to or greater than 5% of the total project bid or $15,000, whichever is greater, or $350,000 regardless of percentage. Performance and payment bonds are required in the full amount of the contract sum. The project specifications require compliance with City of Gresham standards and Oregon regulations, with ADA compliance for all accessibility features and concrete compressive strength requirements of 3,000 to 4,000 PSI. Contractors must verify existing utility information sourced from available records and implement erosion prevention and sediment control measures as detailed in the construction documents. The anticipated contract award date is April 22, 2026. No set-aside designations or restrictions on organization types are indicated in the procurement documents, and no incumbent vendors or current contractors are listed. The estimated construction cost of $300,000 represents the budget range for this project.
