About this opportunity

Broward County is soliciting an open-end contract for a cellular training platform for taxi drivers with proposals due August 11, 2026. The platform must be Engage by Cell or an approved equivalent cloud-based SMS and mobile web development system. A local-vendor preference under Broward County Code Section 1-74 applies to vendors maintaining a physical business address within Broward County and conducting substantial day-to-day operations there for at least one year preceding the posting date; eligible vendors must submit a Location Certification form and local business tax receipt by the deadline to qualify for Best and Final Offer consideration or location tiebreaker status at award.

The platform must support multiple access methods (keywords, QR codes, text messaging), accommodate micro-learning and targeted communication, enable scheduled content release with reminders and surveys, and support diverse content formats including text, photos, video, audio, presentations, documents, and interactive elements. Vendors must be authorized Engage by Cell resellers or distributors at bid submittal and maintain authorization throughout the contract term, with demonstrated capacity to interface directly with the manufacturer for software subscription registry and support. Electronic license delivery is required within five business days of purchase order receipt; physical deliveries within twenty-one calendar days. Pre-sales consultation via telephone, website, or chat and post-sales account management are mandatory.

The contract term is one year from award, renewable at the County's discretion for up to four additional one-year periods. No price increases are permitted during the initial term; renewal increases are capped at the Consumer Price Index or Producer Price Index unless specifically approved. Award is made to the lowest responsive, responsible bidder on a total bid price basis, with the County reserving right to award on a group or item-by-item basis. SBE and CBE certification preferences apply: certified vendors within ten percent of the lowest responsive, responsible bid may match that bid to receive award. General Liability insurance of $1 million per occurrence and $2 million aggregate, Cyber Liability of $2 million, and Professional Liability of $1 million per claim are required, with Broward County named as additional insured. Vendor Questionnaire, Domestic Partnership Act Certification, anti-human trafficking affidavit, litigation history disclosure, and subcontractor identification are mandatory submittals. All responses must be submitted electronically through BPRO by the closing date.
