About this file

This is a Domestic Partnership Act Certification form required by Broward County, Florida for vendors submitting bids on contracts valued over $100,000, specifically in relation to a Cellular Training Platform for Taxi Drivers procurement for Enterprise Technology Services and other Broward County agencies. The certification form must be completed and signed by the vendor at the time of solicitation submittal or within three business days of the County's request, with failure to comply resulting in the vendor being deemed nonresponsive or ineligible for applicable tiebreaker considerations. Vendors are required to certify their compliance status with Broward County Code of Ordinances Section 16-157, which mandates that vendors provide benefits to registered domestic partners of employees on the same basis as spousal benefits, with limited exceptions.

Vendors must select one of four compliance options: current compliance with the Domestic Partnership Act, commitment to comply at contract award, non-compliance, or eligibility for one of six specified exceptions including having fewer than five employees, not providing spousal benefits, being a governmental or religious entity, providing cash equivalents, or demonstrating that compliance would violate federal or state law or grant terms. The form is mandatory for all solicitation responses submitted electronically through BPRO (Broward Procurement Request Online) by the stated closing date and time, with vendors responsible for ensuring timely receipt of their complete submittal including this certification document.
