About this opportunity
Collier County, Florida is seeking a Construction Engineering and Inspection (CEI) services consultant for the Immokalee Recycling Drop-off Center and Scale House & Control Center Project. The procurement will utilize a Competitive Sealed Proposals methodology to select a qualified firm to provide full-time project oversight at the 700 Stockade Road site in Immokalee. The selected CEI consultant will ensure the construction team builds the facility in conformity with plans, specifications, and supplemental specifications, serving as a critical liaison between the County and construction team. Key deliverables include comprehensive construction observation, daily logs with photographic documentation, safety monitoring, weekly progress meetings, change management review, and project completion inspections. Proposals are due on January 22, 2026, at 3:00 PM and must be submitted electronically through the County's online bidding platform. The evaluation criteria will score proposals across six categories: Ability of Professional Personnel (20 points), Certified Minority Business Enterprise status (5 points), Past Performance (25 points), Project Approach and Willingness to Meet Time and Budget Requirements (20 points), Location (10 points), and Recent, Current, and Projected Workloads (20 points), totaling 100 possible points.
The solicitation does not specify specific set-aside designations, but does award 5 points for Certified Minority Business Enterprise status in the evaluation criteria. Firms serving as the Engineer of Record on any related project are explicitly ineligible to compete for the CEI services. Inspectors will be expected to work extended hours from 7:00 AM through 7:00 PM, Monday through Saturday, at straight-time hourly rates. While no specific budget range is disclosed, the County has confirmed budgetary resources are available for the project. Reimbursable expenses are limited to pre-approved items like photocopying, exhibits, transcription, government information requests, postage, delivery services, and third-party software licenses, with travel expenses reimbursed per Florida Statute 112.061 and no markup allowed. The contract will commence on the Notice to Proceed date and continue until final payment acceptance, with pricing remaining firm for the entire contract term. Proposers must comply with E-Verify requirements, maintain appropriate insurance coverage, and provide a Certificate of Authority to Conduct Business in Florida.
