About this opportunity

The Florida Department of Transportation (FDOT) is pursuing a single source procurement for CDL Class A Driver Training at a DOT Training Facility, specifically with Golden Ink, LLC. The procurement seeks comprehensive Commercial Driver's License training services for the period of July 28, 2025 through June 20, 2026, targeting the Department's Workforce Development Program Initiative. The training program encompasses a virtual Entry Level Driver Training (ELDT) theory course, Behind the Wheel Training, Certified Behind the Wheel Testing, Commercial Learner's Permit awards, Medical Card Examinations, and CDL license printing. Golden Ink has been identified as the sole vendor capable of implementing the training using FDOT's facilities, simulation equipment, and specific curriculum. The procurement follows section 287.057(3)(c) of Florida Statutes and will be posted for a minimum of 15 business days, with vendor information due by 5:00 p.m. (EST) on Monday, July 21, 2025. The key objective is to support FDOT's mission of providing a safe transportation system and promoting career paths in Florida's road and bridge industry.

The procurement appears to be unrestricted in terms of set-aside designations, with Golden Ink, LLC being the recommended single source vendor. The contract is specifically located in Leon County, Florida, and focuses on utilizing existing FDOT infrastructure, including Virtual CDL Training Simulators. The estimated contract value is $377,000.00, which covers the comprehensive training services and use of department facilities. No specific disadvantaged enterprise requirements are noted in the documentation. The single source justification is predicated on Golden Ink's unique capability to effectively use the Department's existing training resources and provide a comprehensive training program. The procurement process allows for potential vendors to submit information challenging the single source determination, with FDOT reserving the right to review and potentially adjust its procurement approach based on received information.
