About this file
This document is a State of Florida Department of Transportation (FDOT) Description of Intended Single Source Purchase for CDL Class A Driver Training at a DOT Training Facility. The procurement seeks Commercial Driver's License (CDL) training services from Golden Ink, LLC for the period of 07/28/2025 - 6/20/2026. The training is intended to support the Department's mission of providing a safe transportation system and ensuring mobility of people and goods, while also furthering the Workforce Development Program Initiative to promote career paths in Florida's road and bridge industry.
The estimated contract value is $377,000.00, and FDOT has identified Golden Ink as the sole vendor capable of implementing the training using the Department's facilities, simulation equipment, and curriculum. The training program will include a virtual Entry Level Driver Training (ELDT) theory course, Behind the Wheel Training, Certified Behind the Wheel Testing, Commercial Learner's Permit awards, Medical Card Examinations, and CDL license printing. The single source justification is based on Golden Ink's unique ability to utilize the Department's existing Virtual CDL Training Simulators and provide comprehensive training services. The procurement follows section 287.057(3)(c) of Florida Statutes and will be posted for at least 15 business days, with a last day for receipt of information on July 21, 2025.
