About this opportunity
The City of Detroit Office of Contracting and Procurement on behalf of the Construction and Demolition Department is requesting proposals for Duro-Last Roof System installation at the Detroit Police Department's 3rd Precinct facility, 2875 West Grand Boulevard, with proposals due October 16, 2026, at 3:00 p.m. EST through the EUNA Bonfire Supplier Portal. Respondents must be authorized Duro-Last contractors with a minimum of ten years' experience providing roof replacement and construction services for municipalities comparable to Detroit — a core eligibility filter.
The scope encompasses approximately 10,000 square feet of roof replacement including ballast removal, new roof installation, flashing, drain work, and all permits and project management. The contractor must furnish payment and performance bonds at 100 percent of contract value and provide a 15-year manufacturer's labor and materials warranty including the Duro-Last Bullet Proof Warranty. A pre-proposal conference and mandatory bid walk are scheduled for September 23, 2026, at 1:00 p.m. at the facility site. Questions are due September 30, 2026, at 2:00 p.m. EST. Amendment 1, issued September 24, includes the bid walk sign-in sheet and core cut photographs.
The contract term is two years with renewal options available only upon Detroit City Council approval and Chief Procurement Officer signature. Technical proposals are scored on work plan and schedule (25 points), capacity (25 points), and experience (30 points); cost proposals account for 20 points. Up to 10 additional equalization credits are available for certified minority and small business enterprises, Detroit-headquartered businesses, and workforce development initiatives. A 10 percent retainage applies to all payments until substantial completion, with 5 percent released upon substantial completion and the remainder upon receipt of closeout documents and warranty information. The City anticipates one or multiple awards. Required submissions include Certificate of Authority, notarized consolidated affidavits addressing hiring policy, political contributions, disclosure of interests, non-collusion certification, three years of financial statements, SAM registration proof, Detroit Treasury Clearance documentation, staff roster with accreditations and Detroit residency status, committed work capacity for up to five current projects, and resumes for all leadership team members.
