About this opportunity
Escambia County, Florida is issuing a Request for Proposal (RFP) for CDBG-DR Stormwater Consulting Services (HS005 - Re-Solicit) to procure qualified consulting firms to provide comprehensive grant compliance and monitoring services for four federally-funded stormwater mitigation projects: Brickyard Road Stormwater, Monroe Avenue Stormwater Repair, Olive Road Stormwater Upgrade, and Oakfield Palafox Stormwater Improvements, all administered under a unified Community Development Block Grant-Disaster Recovery (CDBG-DR) grant umbrella. The selected firm will be responsible for delivering CDBG-DR grant compliance and monitoring, HUD Section 3 compliance, and Davis Bacon prevailing wage reporting throughout the construction project lifecycle with closeout expected through the end of 2027. Key deliverables include a robust, secure, web-based grant management system serving as the system of record for all CDBG-DR data with integrated reporting capabilities that interface with HUD's Disaster Recovery Grant Reporting (DRGR) system, along with task orders for reporting, grant compliance and monitoring, Section 3 and Davis Bacon compliance, and closeout phase assistance. The pricing structure requires fully loaded hourly rates for three positions: Project Manager, two Analysts, and one CDBG-DR Subject Matter Expert, with all costs of doing business incorporated into the submitted rates. Evaluation will be weighted equally at 25 points each across four criteria: Company Information and Experience, Staff Qualifications and Experience, Web-Based Grant Management System of Record, and Pricing. The RFP was released on February 25, 2026, with a non-mandatory pre-solicitation meeting scheduled for March 4, 2026, a deadline for submitting questions on March 18, 2026, and proposals due electronically through the Escambia County procurement portal on March 27, 2026 at 10:00 a.m.
The contract includes specific insurance requirements, with Professional Errors and Omissions coverage of at least $1,000,000 per wrongful act and $2,000,000 aggregate, plus General Liability coverage of $1,000,000 per occurrence and $2,000,000 annual aggregate. Any firm previously awarded work on this project under Environmental, Owner's Representative, or Construction Engineering and Inspection (CEI) contracts is ineligible to submit proposals. The solicitation does not identify specific incumbent vendors or set-aside designations for disadvantaged enterprises in the available documentation, though the contract must comply with HUD Section 3 requirements regarding employment and business opportunities. The selected contractor must integrate its grant management system with HUD's existing DRGR infrastructure, requiring technical capability to interface with federal disaster recovery reporting systems. The estimated contract value is projected at approximately $24.8 million based on available cost analysis examples, though the final contract value will depend on the submitted proposals and the scope of services required through project closeout in 2027.
