About this file
This is an executed contract agreement between Escambia County, Florida and a selected consulting firm for CDBG-DR Stormwater Consulting Services (HS005). The contract encompasses comprehensive grant compliance and monitoring services for four federally-funded stormwater mitigation projects: Brickyard Road Stormwater, Monroe Avenue Stormwater Repair, Olive Road Stormwater Upgrade, and Oakfield Palafox Stormwater Improvements, all administered under a unified Community Development Block Grant-Disaster Recovery (CDBG-DR) grant umbrella. The selected firm is responsible for CDBG-DR grant compliance and monitoring, HUD Section 3 compliance, Davis Bacon prevailing wage reporting, and development of a web-based grant management system serving as the system of record for all CDBG-DR data with integrated HUD Disaster Recovery Grant Reporting (DRGR) interface capabilities. Key deliverables include task orders for reporting, grant compliance and monitoring, Section 3 and Davis Bacon compliance, and closeout phase assistance. The contract extends through project closeout anticipated at the end of 2027, with the original RFP released on February 25, 2026, a non-mandatory pre-solicitation meeting on March 4, 2026, a questions deadline of March 18, 2026, and proposals due March 27, 2026 at 10:00 a.m. through the Escambia County procurement portal.
The pricing structure requires fully loaded hourly rates for three positions: one Project Manager, two Analysts, and one CDBG-DR Subject Matter Expert, with all costs of doing business incorporated into submitted rates. The contract includes mandatory insurance requirements of Professional Errors and Omissions coverage of at least $1,000,000 per wrongful act and $2,000,000 aggregate, plus General Liability coverage of $1,000,000 per occurrence and $2,000,000 annual aggregate. Firms previously awarded work on this project under Environmental, Owner's Representative, or Construction Engineering and Inspection (CEI) contracts are ineligible to submit proposals. The estimated contract value is projected at approximately $24.8 million based on available cost analysis examples, though final contract value depends on submitted proposals and the scope of services required through 2027 closeout. The contract is funded through Community Development Block Grant-Disaster Recovery federal funding administered by HUD.
