About this opportunity
Volusia County's Office of Recovery and Resiliency is soliciting bids for roof replacement construction at the Palmetto House located at 336 South Palmetto Avenue, Daytona Beach, Florida under IFB 26-B-118KW, with bids due October 29, 2026, at 3:01 p.m. This is a HUD Community Development Block Grant for Disaster Recovery (CDBG-DR) funded project supporting recovery from Hurricane Ian damage in September 2022. The work is subject to Davis-Bacon prevailing wage requirements, Section 3 employment and business utilization thresholds, and MWBE reporting obligations.
The scope covers roof replacement across three distinct roof systems (Top Roof, Middle Roof, Bottom Roof) spanning approximately 6,629 square feet across nineteen roof facets. Line-item pricing includes removal and installation of laminated composite shingles, ice and water barriers, drip edge, sheathing, ridge vents, flashing, and hurricane ties. The contract also incorporates passive flood mitigation improvements, including waterproofing and flood-resistant construction above the existing first-floor elevation, replacement of openings with flood-rated assemblies, and elevation of mechanical and electrical equipment above the 8.0-foot flood protection datum. Substantial completion is required within 90 days and final completion within 120 days from Notice to Proceed. Liquidated damages of $980.00 per day apply for failure to meet the completion date. All work must be performed Monday to Friday, 8:00 a.m. to 5:00 p.m. EST unless approved otherwise by the County.
The estimated construction cost is $120,481.23. The County will retain 5 percent of monthly payments until final payment and remits undisputed invoices within 20 to 25 days per Florida Statutes 218.735. Bid prices must remain firm for 120 days after opening.
A non-mandatory pre-bid meeting is scheduled for October 1, 2026, at 1:30 p.m. at the project site. Questions are due October 15, 2026, at 11:59 p.m. All bidders must submit completed Prime/Sub Contractor Forms identifying subcontractors and work scope, Section 3 compliance documentation, MWBE reporting forms, proof of proper licensing, federal E-Verify compliance, and human trafficking attestations. Bonding requirements under 24 CFR Part 85.36 include a 5% bid bond, 100% performance bond, and 100% payment bond. Insurance requirements include Workers Compensation with waiver of subrogation, Commercial General Liability ($1 million per occurrence / $2 million aggregate), Auto Liability ($1 million combined single limit), and an Installation Floater covering all-risk protection, with Volusia County and Mid-Florida Housing Partnership named as additional insureds.
