About this opportunity

Volusia County's Office of Recovery and Resiliency (ORR) is seeking statements of qualifications for the City of New Smyrna Beach Stormwater Master Plan (SMP) Phase II project, a comprehensive stormwater management initiative funded by a U.S. Department of Housing and Urban Development Community Development Block Grant for Disaster Recovery. The project aims to develop a citywide stormwater model, conduct floodplain mapping, and perform improvement alternative analysis to aid in recovery efforts from Hurricane Ian's damage. Key deliverables include five signed and sealed final reports, digital elevation models, comprehensive geodatabases, and support data documentation. The procurement will require consultants to develop one-dimensional ICPR analyses, simulate various storm events, delineate hydrological units, and identify capital improvement projects. Evaluation criteria will use a weighted scoring system: 30% for firm qualifications, 40% for experience, and 30% for project approach, with scores ranging from 0-5 points. The response deadline is May 13, 2025, at 3:01 pm, with submissions to be made electronically through the county's eProcurement Portal.

The county encourages joint ventures between majority-owned firms and qualified disadvantaged, minority, and/or women-owned firms, demonstrating a commitment to diverse business participation. Respondents must provide three references illustrating at least five years of relevant service and document expertise in stormwater design, floodplain management, and environmental engineering. While a specific contract value is not explicitly stated, the project will result in a basic contract with potential task-by-task renewals. Insurance requirements are comprehensive, including $1,000,000 professional liability coverage, $1,000,000 commercial general liability per occurrence, and $500,000 auto liability. The consultant will be expected to coordinate with the St. Johns River Water Management District and perform water quality benefit analyses. The contract term is anticipated to be three years, with potential renewal based on county discretion and subject to annual appropriation. Proposers must demonstrate familiarity with state and federal permitting and regulatory programs, with a focus on developing comprehensive stormwater models and conceptual designs for capital improvement projects.
