About this file

The document is an Evaluation Criteria file for a Stormwater Master Plan (SMP) Phase II project issued by Volusia County's Office of Recovery and Resiliency (ORR) in Florida, specifically focused on the City of New Smyrna Beach. The project is a continuation of a city-wide stormwater plan funded by a U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant for Disaster Recovery (CDBG-DR), aimed at recovering from Hurricane Ian's damage in September 2022. The project will involve developing a citywide stormwater model, floodplain mapping, and improvement alternative analysis.

The evaluation criteria document outlines a detailed scoring methodology for assessing potential contractors, with three primary evaluation categories: (1) Qualifications of the firm and employees (30% weight), which examines staff credentials, experience, and professional affiliations; (2) Experience (40% weight), which evaluates past performance, references, and documented expertise in watershed studies, stormwater management, and regulatory permitting; and (3) Project Approach (30% weight), which assesses the proposed methodology, performance quality, and ability to meet budget and time requirements. Scoring will use a 0-5 point scale, with 0 indicating no submission and 5 representing exceptional performance that exceeds requirements.
