About this opportunity

Cache County School District is issuing a Notice of Intent to Award Without Engaging in a Standard Procurement Process for finance software under Utah Code 63G-6a Part 8. This is a sole-source procurement, not a competitive bidding opportunity, and no standard request for quotes, bids, or proposals is being conducted. The District seeks to procure a five-year financial accounting and payroll software contract with no renewal options. The primary deliverable is the continuation and implementation of an integrated financial accounting and payroll system that will support the District's operational finance functions. The key objective is to maintain continuity of the existing system while avoiding significant transitional costs associated with migrating to an alternative vendor. Any vendor wishing to challenge this sole-source determination and demonstrate that competing sources exist must submit detailed documentation via email to karma.leatham@ccsdut.org prior to the notice close date of February 6, 2026. Challenging vendors must provide evidence of comparable or equivalent products, documentation of their ability to meet or exceed specifications, and a cost comparison analysis demonstrating lower transitional expenses than those identified by the District.

Tyler Technologies is the incumbent vendor and the sole-source awardee for this procurement. The District's cost-benefit analysis identified transitional costs totaling $817,403 if switching to a competing vendor, including implementation costs of $342,300, conversion costs of $90,000, and staff time valued at $106,530 for approximately 3,551 hours, making continuation with the existing provider substantially more economical. The current system was originally procured through a competitive RFP process (RFP #031705, PO #85968) and is already hosted by Tyler Technologies. The estimated contract value for the five-year term is $228,704, representing the cost to continue with the existing provider. The District's sole-source justification is based on transitional costs being a significant consideration in the vendor selection decision rather than the identification of a single source as the sole criterion. The contract award is contingent upon successful completion of the public notice period and is subject to standard District contract terms and conditions for services.
