About this opportunity

Cherokee County Georgia Fire & Emergency Services (CCFES) is soliciting proposals for annual fire hose testing in accordance with NFPA 1962 standards. The procurement seeks a qualified vendor to enter into a five-year agreement to test approximately 120,000 feet of fire hoses across 43 apparatus. Testing will be performed at the Cherokee County Fire Training Center in Holly Springs or other designated county locations, with a requirement to complete all testing within a two-week timeframe. In 2026, the department has specifically blocked April for hose testing, with exact scheduling to be determined at contract award. The evaluation criteria will weight pricing at 40%, company information at 10%, previous project experience and references at 25%, and project staffing and approach at 25%. Proposers must demonstrate a minimum of three years of experience in fire hose testing, provide references from at least five similar agencies, and submit detailed information about personnel, testing methodology, and reporting processes. The Request for Proposal (RFP #2025-060) was issued on September 30, 2025, with proposals due on October 23, 2025, at 10:00am, and an anticipated award date of November 18, 2025.

The solicitation does not specify specific set-aside designations or restrictions for disadvantaged enterprises. The county will evaluate proposals based on responsiveness, responsibility, and alignment with the county's best interests, with the right to reject any proposals. The cost proposal form includes pricing for two hose categories: Large Diameter Hose (>3", tested to 200 psi) with an estimated 46,655 feet, and Small Diameter Hose (3", tested to 400 psi) with an estimated 72,288 feet. While a specific budget range is not explicitly stated, vendors will be required to provide a per-foot rate for testing, with the total contract value calculated based on actual hose quantities tested. The contract includes potential extensions through fiscal year 2030, with bidders requested to confirm or propose percentage price increases for contract years 2027-2030. Insurance requirements are comprehensive, mandating coverage limits of $1,000,000 per occurrence across multiple liability categories, with Cherokee County to be listed as an additional insured.
