About this opportunity
The San Joaquin Council of Governments (SJCOG) is seeking statements of qualification from Community-Based Organizations (CBOs) to establish an on-call list of outreach partners for various regional projects through June 30, 2028. The RFQ #2023-RFQ-045 aims to create a bench of qualified organizations to assist with community engagement for projects including the Stockton Mobility Collective, Unmet Transit Needs Assessment, Social Equity Planning Project, and Regional Transportation Plan/Sustainable Communities Strategy. Interested organizations must submit their Statement of Qualifications electronically by March 31, 2025, at 4:00 pm through the SJCOG e-Procurement Portal. The evaluation process will assess submissions based on six key criteria: completeness of the Statement of Qualification (10 points), experience working in the San Joaquin Region (30 points), community engagement and outreach experience (30 points), team qualifications (20 points), references (15 points), and a potential oral interview (10 points). Submissions will be comprehensively reviewed to select organizations capable of providing effective community outreach and engagement services.
While no specific Disadvantaged Business Enterprise (DBE) participation goals are mandated, SJCOG encourages DBE participation and aims to support Caltrans' statewide DBE goal of 22.2%. The procurement is funded through multiple sources, including the Sustainable Transportation Equity Project (STEP) Implementation Grant, Regional Early Action Planning (REAP) Grant, and SB 1 funds. Contract amounts will vary depending on specific project requirements and the extent of assistance needed. The opportunity is open to Community-Based Organizations with demonstrated experience in regional community engagement, particularly those with established connections in the San Joaquin area. Potential contractors should be prepared to provide comprehensive documentation of their organizational capabilities, including previous project experience, team qualifications, and references. The selected organizations will form an ongoing bench of CBOs that can be called upon for specific project needs, with the potential for multiple organizations to be selected to support SJCOG's diverse range of community outreach initiatives.
Opportunity text
Thank you for your interest in this partnering opportunity with the San Joaquin Council of Governments (SJCOG). Due to the high response from outreach for SJCOG's Social Equity Advisory Committee RFQ, SJCOG staff expanded the budget authority and is releasing this RFQ to continue inviting more CBOs to be part of the on-call list. This comes on the heels of the historical amount of funding coming into the region, which has allowed for the development of far more projects. SJCOG is seeking statements of qualification from qualified organizations to participate as an on-call outreach partner. Selected organizations would form part of an ongoing bench of CBOs that would be called upon to assist SJCOG with outreach and engagement for its projects and programs through 2028. The RFQ outlines the required scope of services, the selection process, and the minimum information that must be included in the statement of qualifications.
