About this file
This document is Exhibit 10-1 from the Local Assistance Procedures Manual, a Notice to Proposers providing Disadvantaged Business Enterprise (DBE) Information for federally funded projects. The document outlines requirements for DBE participation in contract opportunities, with a current DBE goal of 0.00% for the contract. The exhibit provides comprehensive guidance for proposers on DBE involvement, including definitions, authority, submission requirements, and participation guidelines. Proposers must make good faith efforts to meet DBE goals, with specific instructions on how DBE firms can participate as prime consultants, subconsultants, joint venture partners, vendors, or trucking companies.
The document details specific conditions for counting DBE participation, including how materials and supplies purchased from DBEs are calculated towards the contract goal. For DBE manufacturers, 100% of material costs can be counted, while DBE regular dealers can count 60% of material costs. The exhibit also provides resources for finding certified DBE firms, including the California Unified Certification Program (CUCP) database and contact information for Caltrans' Office of Certification. The guidelines emphasize that DBE firms must perform a commercially useful function, be responsible for specific contract items, and meet detailed requirements for joint venture partnerships and subcontracting.
