About this opportunity

The Florida Department of Children and Families (DCF), Office of Child and Family Well Being, intends to utilize a single-source procurement method to contract with the Karyn Purvis Institute of Child Development (KP ICD) to provide Trust-Based Relational Intervention (TBRI) practitioner training to Community-Based Care (CBC) Lead Agencies. The training will support child-specific training, target recruitment, and retention for enhanced Level II foster families to serve the existing population of teens and sibling groups currently placed in congregate care. TBRI is an evidence-based, attachment-based, and trauma-informed intervention designed to meet the complex needs of vulnerable children. The training will be highly interactive and delivered in-person by certified practitioners to equip caregivers with the tools needed to address the physical, emotional, and social needs of children who have faced abuse, neglect, and/or trauma. The total estimated contract value is $544,400, and the contract period will be from September 1, 2022, to August 31, 2024. Family First Transition Act funds will be utilized to cover the cost of implementing this prevention service.

This is a sole-source procurement, as the TBRI practitioner training is a proprietary intervention that is not available from any other vendor. DCF has identified TBRI as a promising practice to be offered to the new Level II enhanced foster parents through the Family First Prevention Services Act (FFPSA) Foster Home Sub-Committee. There are no known alternative models designed specifically for caregivers based on TBRI's core principles. The Karyn Purvis Institute of Child Development is the sole provider of this training, and there are no incumbent vendors or current contractors for this service. The total estimated contract value is $544,400.

The Florida Department of Children and Families (Department), Office of Child and Family Well Being (OCFW), intends to utilize the Single Source method of procurement to contract with Karyn Purvis Institute of Child Development (KP ICD) to make available Trust-Based Relational Intervention® (TBRI®) practitioner training to Community-Based Care (CBC) Lead Agencies to support child-specific training, target recruitment and retention for enhanced level II foster families. After completing this training, the CBC Point of Contact will then have the ability to deliver TBRI® Caregiver training to foster parents. The OCFW and the Regional staff are being trained to support the CBCs in training, if needed, and to provide case consultations for challenging foster home cases. The enhanced level II foster family will be designed to serve existing population of teens and sibling groups currently placed in congregate care. This population has been identified by the CBC as children potentially safe to transition to a family foster home setting, with additional supports provided to the family foster parent. Family First Transition Act funds will be utilized to cover the cost of implementing this evidence-based prevention service. TBRI® is an attachment-based, trauma-informed intervention that is designed to meet the complex needs of vulnerable children. TBRI® uses Empowering Principles to address physical needs, Connecting Principles for attachment needs, and Correcting Principles to disarm fear-based behaviors.
