About this opportunity

The City of Charlotte (North Carolina) and Charlotte Area Transit System (CATS) are seeking a turnkey service provider for Blue Line Track Welding Services through RFP #269-2026-1950. The procurement focuses on comprehensive rail maintenance, inspection, and repair services designed to ensure the structural integrity, durability, and safety of the Blue Line track infrastructure. Specific services include rail end welding, engine burn welding, switch point welding, frog welding, and thermite field welding, all performed in accordance with Federal Railroad Administration (FRA) Safety Standards. The contractor must provide 24/7 on-call emergency response services with mobilization capability within 24 to 72 hours of notification. Key evaluation criteria will include contractor qualifications and experience, cost effectiveness and value, and acceptance of contract terms. A non-mandatory pre-proposal conference will be held virtually on December 2, 2025, at 10:00 AM EST, with written questions due by 2:00 PM EST on November 26, 2025. Proposals are due by 10:00 AM EST on December 16, 2025, through the City's Bonfire e-Procurement Portal, with final contract award subject to City Council approval.

The City has established Minority-owned, Women-owned, and Small Business Enterprise (MWSBE) participation goals under its Charlotte Business INClusion (CBI) Policy to enhance competition and participation of certified local businesses. While no specific DBE goal has been established for this contract, the City encourages equal opportunity participation for DBE firms and small businesses. Contractors must submit monthly DBE participation reports and maintain detailed billing records available for City audit for three years post-termination. The successful vendor will be required to provide comprehensive insurance coverage, including commercial general liability, workers' compensation, automobile liability, and railroad protective liability. Although no specific contract value is listed in the RFP documents, the pricing worksheet indicates that vendors must provide labor rates and fees across five service categories for Years One through Three, with optional pricing for Years Four and Five. The City reserves the right to negotiate terms and pricing, reject any or all proposals, award to one or more companies, or take any action deemed in its best interests.
