About this opportunity

The City of Bartow, Florida is requesting bids on emergency standby food catering services for the 2026-2027 hurricane season under ITB 26-23, with bids due August 5, 2026 at 2:00 p.m. and questions due July 27 at 4:00 p.m. The City intends to award contracts to up to three vendors based on price and availability.

Local vendor preference and Women/Minority-Owned Business Enterprise (W/MBE) preferences apply based on price thresholds defined in the bid documents. Bidders must maintain appropriate Florida food service licenses and certifications, carry minimum insurance coverage including $500,000 commercial general liability and $5,000,000 commercial automobile liability, and register with E-Verify.

Services must mobilize within twelve hours of City notification and provide meals three times daily (breakfast 6:00–8:00 a.m., lunch 11:30 a.m.–1:00 p.m., dinner 6:00–8:30 p.m.) seven days per week for approximately 100 to 250 personnel daily. Meals must be high-quality, nutritionally sound, one-and-one-half times standard portion sizes, prepared off-site no more than twelve hours before serving, and comply with USDA recommended servings. Bidders must propose per-meal unit pricing for breakfast, lunch (boxed-to-go and in-house buffet), and dinner; all pricing must include labor, equipment, materials, overhead, profit, travel, delivery, fuel costs, refrigeration, serving items, setup/teardown, insurance, and all other associated costs with no additional surcharges permitted. Bidders must submit detailed sample menus for all meal types.

The initial contract term is one year from award with two optional one-year renewal periods. Services are provided at the Bartow Civic Center (2250 S Floral Avenue, Bartow, 33830), though the location may change based on emergency severity. The City intends to seek FEMA reimbursement and requires all contractors to comply with federal award requirements, state and local regulations, and maintain comprehensive documentation for reimbursement purposes. Federal clauses applicable to FEMA-funded emergency operations are mandatory.
