About this opportunity
The City of Philadelphia Procurement Department is soliciting bids for catering services for Training & Development on a small order purchase basis, with bids due October 1, 2026. The contract will be awarded as a whole to the lowest responsive and responsible bidder; bidders must quote all items to remain eligible.
An executed Consent and Authorization Agreement must be on file or attached before quote submission through PHLContracts closes. The City encourages vendors to attach the agreement to their profile at registration. Quotes are submitted electronically via www.PHLContracts.phila.gov and must be submitted by authorized representatives (President or Vice President and Secretary or Treasurer for corporations; partners, owners, or duly authorized signers for LLCs, partnerships, and sole proprietorships).
The maximum contract amount is $94,000 annually, adjusted each fiscal year based on the Consumer Price Index for All Urban Consumers (CPI-U) percentage increase from January 1, 2020 and rounded to the nearest $1,000. The contract term is one year from the effective date with the option for up to three one-year renewal periods, for a maximum duration of four years. All items must be delivered FOB Destination Point; quoted prices must be net and exclusive of taxes. The City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.
Award decisions will be made within 60 days of the submission date. Sellers must maintain workers' compensation insurance at statutory limits and general liability insurance with minimum coverage of $500,000 per occurrence, comply with Philadelphia nondiscrimination ordinances and Pennsylvania tax requirements, and must not be indebted to the City for delinquent taxes, liens, or other debts without an established payment plan. An optional LGBTQ Applicant Data Form is available for vendors wishing to self-identify as LGBTQ-owned businesses; completion is optional and does not affect bid evaluation. Questions regarding the Consent and Authorization requirement or the PHLContracts platform should be directed to the Procurement Customer Service office at 215-686-4755, 215-686-4720, or 215-686-4721.
