About this file

This document is a Seller Operations Procedure (SOP) Checklist for the City of Philadelphia Procurement Department's small purchase bidding process, specifically for a catering contract for training and development. The checklist outlines the step-by-step process that vendors must follow to submit a quote through the PHLContracts online platform. Bidders are required to complete multiple tabs within the system, including General, Items, Questions, Terms & Conditions, Attachments, and Summary tabs. The procurement department specifies that vendors must quote all items listed in the bid to be eligible for award, and that no delivery or services should occur until official notification is received from the department.

The checklist requires vendors to confirm their seller role status, answer mandatory questions regarding Local Business Entity (LBE) certification status, enter unit costs for each bid item, accept the terms and conditions, and submit all required documentation. Critical requirements include providing an executed Consent & Authorization form, which must be on file or attached in the Attachments Tab for any quote to be considered. The document also references an optional LGBTQ Applicant Opportunity Data Form and allows for submission of supporting documentation related to the quote. All validation messages and red warnings must be resolved before the quote can be submitted through www.PHLContracts.phila.gov. The award will be made to the lowest responsive and responsible bidder on a whole-order basis.
