About this opportunity
The Michigan Department of Transportation, Grand Rapids Transportation Service Center, is requesting proposals for catch basin and drainage structure cleaning services on state trunklines in Allegan and Barry Counties under RFP 26-2068, with proposals due June 8, 2026 at 3:00 p.m. Eastern and a mandatory pre-proposal meeting on May 27, 2026 at 11:00 a.m. Eastern via Microsoft Teams.
The scope includes routine cleaning of drainage structures containing two or more inches of material, lead cleaning operations for structures 12–36 inches and greater than 36 inches, and 24/7 emergency response services. Work covers 2,054 catch basins across specified state routes in both counties (to be cleaned twice during the three-year term in years one and three) plus 18 catch basins at three maintenance garage locations (cleaned three times annually). Emergency cleaning is estimated at 130 hours per year; optional leads cleaning at approximately 3,000 and 1,000 hours respectively. Routine cleaning occurs between April 15 and November 15 annually, weather permitting, on a corridor basis as directed by the Program Manager. The contractor must provide all personnel, equipment, materials, supervision, and services; documentation occurs in ArcGIS.
The contractor must maintain a minimum of two Jet-Vac trucks with 2,500–3,500 CFM capacity and 60 gallons per minute high-pressure water pumping, plus a five-cubic-yard debris holding tank. Quality Stand Alone GPS units (Trimble GeoExplorer CE Series or equivalent) are required for locating and recording each structure cleaned. All work zones with posted speed limits of 45 mph or greater require mobile attenuators meeting NCHRP 350 TL-3 or MASH TL-3 standards. Compensation is unit-price-based per drainage structure per cleaning event for routine work and hourly for emergency services; pricing includes all equipment, labor, hauling, debris disposal, and traffic control.
The contract term is three years with two optional two-year renewal periods. Anticipated commencement is July 9, 2026. Pre-proposal attendance is mandatory (maximum two representatives per bidder). Bidders must submit the Confidential Treatment Form, Vendor Questions Worksheet, Schedule A, Schedule B (Pricing), and Schedule C (Equipment List). The State reserves the right to conduct site visits, request oral presentations and reference checks, demand price concessions, and award based on qualified disabled veteran-owned business status, prior performance, economic impact, and total cost of ownership rather than lowest price alone.
