The State of Delaware, Office of Management and Budget, Division of Facilities Management, is soliciting sealed bids for renovation of the 12th floor of the Carvel State Office Building in Wilmington, including fire protection piping and sprinkler replacement, lighting upgrades, and ceiling work, with bids due October 28, 2026 at 1:00 p.m. through the Bonfire Portal and mandatory attendance at a pre-bid meeting on October 7, 2026 at 11:00 a.m.

The scope encompasses replacing fire protection piping and sprinkler heads up to vertical risers; installing dimmable office LED lights throughout the floor (excluding elevator lobby and restrooms); and replacing ceiling lights, wall sconces, and chandeliers, with ceiling replacement required where materials have not been recently replaced. The project includes a $50,000 contingency allowance for miscellaneous items discovered during construction.

Employment preference is given to qualified Delaware citizens with at least ninety days of state residency.

Each bid must be accompanied by bid security equal to 10 percent of the bid amount plus all additive alternates. The successful bidder must furnish performance and payment bonds each equal to 100 percent of the contract price within twenty days of award. Contract documents are available from DEDC, LLC, 315 S. Chapel Street, Newark, Delaware, at $100 per paper set or $25 per electronic set (non-refundable). The Owner reserves the right to reject any or all bids. Bids will be opened and read aloud at 2:00 p.m. on October 28 at the Haslet Armory, Dover.
