About this opportunity

Sacramento County is procuring a carpet replacement project for the Customs and Border Patrol (CBP) areas at Sacramento International Airport. The project involves removing existing 36" x 36" carpet squares in two specific zones: the Ag Inspection Area (475 square yards) and the Passport Inspection Area (1,312 square yards), and installing new Mannington Mills Coast 34924 6E carpet in 18" x 36" sizes with 4" black base and transition strips. Qualified contractors must hold a valid California Class B or C-15 contractor's license and be registered with the Department of Industrial Relations. A mandatory pre-bid meeting is scheduled for October 13, 2023, at 9:00 AM, with bid submissions due electronically through the Sacramento County Electronic Bidding Portal by October 26, 2023, at 2:01 PM. Contractors must provide a 10% bid guarantee, complete a non-collusion declaration, and submit comprehensive business and licensing information. The project requires strict compliance with California Labor Code regulations and will be conducted on the secure side of the airport, with escorts provided for limited work truck access.

The contract appears open to all qualified contractors without specific set-aside designations for disadvantaged enterprises. Contractors must meet extensive insurance requirements, including $5,000,000 in general liability coverage, $5,000,000 in automobile liability, and workers' compensation insurance. Subcontractors are permitted but must be pre-approved, possess valid California state contractors' licenses, and be registered with the Department of Industrial Relations. The estimated construction cost is $135,000, with a contract time of 16 calendar days. The project will utilize existing facility electrical power, with contractors potentially needing to provide a portable generator for additional power needs. A 10% retention will be held on progress payments until work is completed and field accepted, with potential additional retention if record documents do not meet contract specifications. Bidders should anticipate potential integration with existing airport infrastructure and must coordinate closely with the Project Inspector throughout the carpeting installation process.
