A 3 percent Disabled Veteran Business Enterprise (DVBE) preference applies. The procurement is classified as Public Works subject to California Labor Code prevailing wage requirements.
The scope covers installation of approximately 717 square feet of Tarkett Powerbond Hybrid carpet tiles (36-inch squares, Style 04654 Metri II, Color 6061 Mid-Grey Shard) with rubber wall base and removal of approximately 250 square feet of existing flooring in a staff training room. Rubber base must be from approved manufacturers (Mannington, Johnsonite, Burke, or equivalent). Water-resistant adhesive must be manufacturer-recommended. All work occurs during regular business hours (8:00 a.m. to 5:00 p.m., Monday through Friday) with minimal disruption to court operations. A 10-year warranty on carpet installation is required. Carpet must meet fire performance specifications: Critical Radiant Flux of 0.45 watts per square centimeter and smoke density less than 450, verified by UL or equivalent testing.
Pricing must be all-inclusive except applicable sales tax, with quotes firm for 90 days. The contract is classified as Public Works; if the award exceeds $25,000, the selected contractor must register with the Department of Industrial Relations, maintain certified payrolls, and provide a payment bond before work commencement. Vendors may respond to all or some line items, but the Court may prefer to award the entire bid to a single vendor and is not bound to consider partial bids. New product only; used, refurbished items, and alternate brands will not be accepted. All bidders must comply with Court security procedures, maintain required insurance, hold current business licenses, and demonstrate manufacturer authorization if acting as a reseller. The Court reserves the right to reject any or all bids, cancel the solicitation, waive immaterial defects, and award to one or more vendors. Anticipated project start is September or October 2026, pending prerequisite work completion.
