The solicitation covers hot water extraction carpet cleaning for university custodial services and housing operations, with an estimated annual requirement of 1,700,000 square feet of carpet cleaning and 2,000,000 square feet of water extraction services. Contractors must provide services across three performance locations: Custodial Services in Conway, University Housing in Conway, and the Georgetown Education Center. Key qualifications include maintaining truck-mounted equipment capable of 408 CFM minimum airflow and 1,200 PSI pressure, employing IICRC-certified technicians, and maintaining local service representatives within 50 miles of campus. The pre-bid teleconference is scheduled for January 19, 2023, at 10:00 AM EST, with questions due by 4:00 PM EST that same day. Proposals must be submitted online by February 13, 2023, at 11:00 AM EST, with the award to be posted on March 1, 2023.
The contract will be awarded to no more than two lowest responsive and responsible bidders, with the current incumbent vendors being Gordon's Oriental Rug and Carpet Cleaning and Duraclean Services. Contractors must have a minimum of five years of continuous business history in carpet cleaning and water extraction services. The contract includes an initial one-year term with four optional one-year renewals, running from April 1, 2023, through March 31, 2028. Contractors are prohibited from subcontracting and must use green-certified, environmentally safe cleaning products. Insurance requirements include $1,000,000 general liability per occurrence, $1,000,000 auto liability, and workers' compensation as required by South Carolina. The incumbent vendors are currently charging between $0.08-$0.11 per square foot for carpet cleaning and $0.85-$0.90 per square foot for water extraction services. The solicitation includes a minimum trip charge of $200 per service call, with contractors required to provide 24/7 availability and a one-hour response time for water extraction emergencies.
