About this opportunity
The Texas Animal Health Commission is requesting bids for delivery and installation of a customized cargo container office at its Willacy site in south Texas under IFB 554-27-001, with bids due October 22, 2026. All bids must be submitted in hard copy format; electronic or facsimile submissions are rejected.
The scope is conversion of a 40-foot high-cube cargo container into an office space with fixed locations for a bathroom, 200-amp electrical panel with main breaker, and entry door due to existing plumbing and electrical hookups. Bidders have design flexibility for window, HVAC, outlet, and lighting-fixture placement. The container must accommodate a mini-split HVAC system in the 12,000 to 18,000 BTU range (wall-mounted units acceptable if meeting performance needs); cold water only at the vanity with optional water heater; and interior finishes matching a specified quality standard provided in reference images. TAHC will handle site preparation, including removal of the existing structure and installation of leveling blocks or piers before delivery. Tilt-bed truck delivery is accommodated at the site, though crane service is acceptable.
Bidders may submit multiple bids reflecting different build-out options, with supporting documentation for pricing allowed provided the total bid price on the official form remains fixed. Pricing is submitted on a lump-sum basis for complete delivery and installation, including all materials and labor.
The contract may be extended at TAHC's discretion through written amendment, with provisions allowing up to six months of total extension. TAHC reserves the right to terminate for convenience with thirty days' notice or for failure to perform. All work products and deliverables become TAHC's exclusive property upon creation. Contractors must comply with state and federal statutory affirmations, including antitrust compliance, non-discrimination, drug-free workplace standards, non-boycott provisions, and human trafficking prohibitions. No estimated construction cost is disclosed during the open solicitation period.
