About this file
This is Addendum 1 to Invitation for Bid (IFB) 554-27-001 issued by the Texas Animal Health Commission (TAHC) for a cargo container office facility to be located at the Willacy site in south Texas (coordinates 26.424611, -97.595222). The project involves the delivery and installation of a customized container office with specific electrical, HVAC, plumbing, and structural requirements. TAHC will handle all site preparation, including removal of the existing structure and installation of leveling blocks or piers before the winning bidder's delivery. The container must accommodate a 200-amp electrical panel with a main breaker and be pre-wired for connection to the existing utility meter pole. Bidders are permitted to submit multiple bids reflecting different build-out options to meet the specifications, and supporting documentation for pricing is acceptable as long as the total bid price on the official form remains fixed and unmodified.
Key specifications include a mini-split HVAC system in the 12,000 to 18,000 BTU range, which TAHC prefers due to efficient cooling for the unshaded south Texas location, though wall-mounted units are acceptable if they meet performance needs. Cold water only is required at the vanity, with a water heater being optional. Tilt-bed truck delivery is accommodated at the site, though crane service is acceptable if preferred by the bidder. All bids must be submitted in hard copy format; electronic or facsimile submissions are rejected. Bidders are required to follow submission instructions in IFB 554-27-001 Section 1 and may optionally submit signed Addendum documents to confirm awareness of clarifications and changes. TAHC does not disclose estimated construction costs during the open solicitation period, and union bids are not a requirement for state agency procurements through the Electronic State Business Daily (ESBD).

IFB 554-27-001
Addendum #1 Questions and Answers Document October 12, 2026
Q1. Site access: Container oƯices are typically delivered by tilt-bed truck, which needs about 130 feet of straight, clear approach and about 22 feet of overhead clearance.
Can TAHC confirm the Willacy site can accommodate a tilt-bed delivery? If not, should bidders include crane service?
A1. The TAHC Willacy site can accommodate the tilt-bed truck/trailer. If a bidder prefers to use a crane, that is also acceptable.
Q2. Site readiness: Will the existing structure be removed and a level pad (gravel, blocks, or other) prepared by TAHC before delivery? Should bidders include leveling blocks or piers?
A2. The existing structure is scheduled for removal in early January. TAHC will coordinate with the winning bidder and perform the site preparations that the two parties agree upon. The winning bidder will not need to do any site preparation.
TAHC plans on having the surface prepared and the blocks already in place.
Q3. Electrical: Please confirm the 200 amp panel is a required minimum. Should the panel include a main breaker and be pre-wired for a feed from the existing meter pole, with the final hookup by TAHC and Willacy County?
A3. Yes, A 200-amp panel is the minimum. Yes, TAHC is requesting that the 200-amp panel include a main breaker. Yes, TAHC is requesting that the container be pre-wired and ready for TAHC and Willacy County to hook up the cargo container oƯice to the utility power pole.
Q4. Bathroom: Is a water heater required at the vanity, or is cold water only acceptable?
A4. A water heater is optional. TAHC only requires that cold water be available.
Q5. HVAC: Is a wall-mounted through-wall unit acceptable, or does TAHC prefer a mini-split? Is there a minimum BTU rating TAHC would like bidders to meet?
A5. There is not a minimum BTU rating listed in the IFB. Due to this being an unshaded container; TAHC recommends the following BTU range for a mini-split: 12,000 to 18,000. TAHC would prefer a mini-split due to their ability to cool more eƯiciently and quietly. Please keep in mind that this is an unshaded location in south Texas.
Map Coordinates: 26.424611, -97.595222
Q6. Bid form: May bidders attach a separate priced page listing the container and delivery as separate lines, as long as the Total Price on page 6 reflects the full F.O.B.
destination price?
A6. TAHC will accept supporting documentation for bid pricing. TAHC will not allow a bidder to change the total bid price once a bid is placed. It’s important to note that multiple bids can be placed by a single bidder. If a bidder wants to show multiple ways to meet the IFB specifications with multiple build out options, TAHC will accept diƯerent bids reflecting the diƯerent build outs. It’s important to note that this means each bid is considered individually. A bidder may not place a range on the Total Price in the signed IFB document.
Q7. In reference to the delivery of the container oƯice, will a crane be needed to place the on stilts or blocks or will it just be delivered on flat ground? And if so, will the stilts or blocks be provided? And will any anchors be needed to secure the structure to the ground?
A7. See answers to questions 1 and 2.
Q8. Would you please advise whether the Agency can authorize an alternative electronic submission method, such as submission by email or another secure electronic method?
A8. Per IFB 554-27-001 “Electronic or facsimile (fax) bids will be rejected.”
Respondents are required to follow IFB 554-27-001 section 1 Submission Instructions.
TAHC does require hard copies of the Vendor’s IFB response and completed Attachment A.
While not required, TAHC does recommend vendors submit signed Addendum documents that get posted to the ESBD for 554-27-001. This ensures vendors are aware of any potential changes or clarifications for the solicitation.
Q9. What is the estimated construction/project cost?
A9. TAHC does not disclose this information during an open solicitation.
Q10. Have you issued any addenda for this project? Can I ask for a copy of it?
A10. Addendum 1 is now posted to the ESBD. You can obtain a copy at:
https://www.txsmartbuy.gov/esbd/554-27-001.
Q11. Can I get a copy of the plan holder list, if available?
A11. TAHC does not obtain or utilize a plan holder list during an open solicitation. A bid tabulation can be obtained by sending in an open records request after the award of the IFB.
Q12. Do you require union bids an is this applicable to all your projects.
A12. Union bids are not part of the procedures followed by state agencies requesting bids through the Electronic State Business Daily (ESBD).
