About this opportunity
Amarillo Independent School District is requesting proposals for Career and Technical Education student growth assessment and Teacher Incentive Allotment support services, with proposals due June 29, 2026 at 2:00 p.m. Vendors may bid on Option 1 (bundled course pathway package), Option 2 (broad programmatic third-party solution), or both. A Texas resident bidder preference applies under the Resident Bidder Certification form; nonresident bidders must disclose their principal place of business state and any reciprocal underbidding requirements in their home state.
The scope encompasses valid, reliable pre-test and post-test assessment solutions measuring student growth across CTE pathways using statistically valid testing models aligned with Texas Education Code 21.3521 for Cohort 3. The assessment platform must integrate seamlessly with the district's Student Information System via Clever, ClassLink, or OneRoster API; feature secure proctoring with browser-locking or secure login protocols; and deliver data reporting analytics exportable by teacher, class period, course Service ID, and campus for Texas Education Agency submission. All solutions must meet TEA data-validation standards and align to Texas Essential Knowledge and Skills for corresponding CTE courses. Vendors must provide multi-tiered staff training on test administration, security, standardization, and data reliability, with defined service level agreements specifying help desk availability, response times, escalation procedures, and maintenance schedules. Implementation spans five phases: summer system integration and administrative training, fall baseline pre-test deployment (nine-week window), mid-year technical support and roster audits, spring post-test deployment (final twelve weeks), and post-testing closeout with audited student growth data.
The initial contract term runs from Notice of Award through June 30, 2027, with three optional one-year renewals through June 30, 2030. Awards are based on best value using a 100-point evaluation scale: discounts offered (40 points), vendor reputation with three Texas school district references preferred (27 points), quality of goods or services (15 points), extent offerings meet specifications (15 points), past relationship with district (2 points). Pricing must remain firm through the base period; price increases in extension years are limited to CPI or two percent, whichever is lower. Payment terms are Net 30 days following invoice approval. Vendors must execute the Texas Data Privacy Agreement protecting student data under FERPA, COPPA, and Texas Education Code Chapter 32, with breach notification required within 72 hours and vendor responsibility for remediation costs including investigation, notification, credit monitoring, legal fees, and regulatory fines. Mandatory compliance certifications include debarment status, criminal history background checks, conflict of interest questionnaire, felony conviction disclosure, federal EDGAR certifications, and AISD contractor certifications covering drug-free workplace policy, delinquent taxpayer status, and Israel and firearm non-boycott attestations. An optional Interlocal Agreement Form allows vendors to extend contract terms to Central Texas Purchasing Alliance member districts at negotiated prices.
