About this opportunity
The Porterville Developmental Center (PDC) in Tulare County, California, is soliciting bids for Cardiology Services through Invitation for Bid (IFB) PR259005, seeking a licensed cardiologist to provide on-site medical services for developmentally disabled individuals. The contract will run from July 1, 2025, through June 30, 2026, with a potential one-year extension option, requiring up to 18 on-site clinics during the contract term. Bidders must be licensed in cardiology and demonstrate expertise in working with developmentally disabled patients, with specific qualifications including submission of licensing documentation and ability to provide comprehensive patient care. The bid requires detailed documentation, including consultation reports, clinical procedure reports, and patient evaluation details, with the contractor expected to maintain active malpractice insurance. Key dates include the IFB release on April 28, 2025, with bid submissions due by May 6, 2025, at 10:00 AM PDT, and a potential award date of May 20, 2025. The state will evaluate bids based on responsiveness and select the lowest responsive, responsible bidder, with the contractor required to provide at least two hours' notice for any clinic schedule modifications.
While the Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived for this procurement, potential bidders may still receive incentives with preference adjustments up to 5% or $50,000 for DVBE participation. The contract includes extensive compliance requirements, such as mandatory health screenings for employees, including COVID-19 diagnostic screening and tuberculosis testing, with contractors responsible for associated costs. Insurance requirements are substantial, mandating professional liability coverage of at least $1,000,000 per occurrence and $3,000,000 in aggregate. The contract also includes strict HIPAA Business Associate Assurances, requiring the contractor to protect Protected Health Information (PHI) and comply with privacy regulations, including reporting any breaches within 72 hours. Additional requirements include background clearance procedures, with the state reserving the right to terminate the agreement for non-compliance. While a specific budget range is not explicitly stated, the contract includes provisions for flexible billing cycles and payment in arrears, with the total budget subject to state funding appropriations.
